Depends on what the "lying" is really.

Something that you've not done - that's bad.

Making something that you have done sound really good and much better than it was - light grey area.

But no, I never lied on a CV or at a job interview

When I was younger I once sent a company my "backup plan" CV, instead of the one created for them.

Got down to the last few interviewees from hundreds, then had it pointed out that my CV contradicted everything I was saying

Didn't get the job.

I could have lied about everything because my employer didn't ask for a reference.
