I think this means one of two things

Max has told Red Bull it's either Horner leaves or he does, wouldn't be a massive surprise given the drama of recent years,

Max is gone to Mercedes, and Red Bull are blaming Horner for it.

Seems like a power struggle is in play between the Austrian and Thai sides of Red Bull.

The Austrian side (the Mateschitz offspring and advisors, including Marko) versus the Thai side (Horner and some of the investors) is the real fight - and it's over control of Red Bull, and it looks like the Austrians have won. I think Max's dad, Jos Verstappen, has been very vocal in this play, but I don't necessarily think Max will stay at Red Bull next year.
