Is it a case Putin still thinks he'll take so much land that he needs to keep all that functioning so the country can essentially prosper as an extension of Russia?

Maybe they've been trying and failing at it? Their military hardware is not as accurate as they have made us believe over the years.

Its probably the next thing on the list if the Ukrainians keep putting off PR coups like the Kerch bridge, or if Putin simply can't make any progress elsewhere on eastern or southern fronts.

Hard to tell what's going on in Kherson with the news blackout but still a lot of videos of destroyed/captured Russian equipment in the region and the fact the Russians are leaving the city suggests it's not quite as rosy as the Russian commentators are suggesting

Also, I don't understand why civilians are leaving Kherson tho. They're about to get their city back, no?

Are they going willingly? Do they fear a bloodbath pending the upcoming 'battle' for the city? Are they actually Russian civilians that were shipped in after they took the city?

A lot of the people in the major cities under occupation will be the pro-Russian or at the very least pliable people who have stayed behind to work with the new military administrations.

Difficult to verify when there is no news from the region and Ukraine is having scheduled blackouts now, severe damage to energy infrastructure done by the barrage of missiles and drones in the last week or so
