It has been like that for a few years now since it's been introduced. There was big controversy few years back the year Man City won the cup and went to Swansea who didn't have VAR because they were in the championship. City won 3-2 and two of their goals wouldn't have stood if it were played in their ground or Swansea were in PL to have VAR available. I can't believe they haven't changed this still.

Nottingham Forest has knocked Arsenal out of the competition, winning 1-0 at the City Ground.

Kidderminster have their "glamour" tie. That aside there are some decent trips for lower league teams but nothing that stands out.
